Working closely with the client team, the team assessed current space requirements and tested a range of development options, including remodelling, refurbishment, and new-build interventions.

Among the proposals was a landmark scheme designed to create a renewed civic presence through the formation of a new street frontage—delicately inserted within a sensitive, listed context. The feasibility study also involved a full utilisation analysis and the development of detailed schedules of accommodation to inform area planning, phasing, and strategic decision-making.
